Project payday is not a scam, rather it is a small booklet that explains the ins and outs of IFW's (Incentivized Freebie Websites). The booklet lists the main websites and forums to use if you are interested in making money or aquiring products given away by websites.
If you have ever been to a website that is giving away a free TV or MP3 then you have been to a IFW site. These sites will give you a free product if you sign up for a trial offer for something they list on their site. The catch is that you will also have to get a certain number of other people to sign up for the trial offer as well.
It turns out that there are a whole network of forums that are set up for people to visit and find others to sign up as their referrals.
Let's say you find a site offering you a new Plasma TV if you sign up and get 20 others to sign up as well. You can go to one of the forums and post a request for 20 others to sign up as your referrals. You get them to sign up by paying each one a set amount of money using paypal. Let's say the TV costs $1000 so you offer 20 people $25 each to sign up. You pay out $500 and get a $1000 TV.
Some sites offer money for trial offer sign ups and this is where the people who use this system make money. If a site is offering $600 for 10 referrals you can pay 10 people on the forums $30 each and collect the $600.
This is not a scam as I do it all the time. Ultimately the large advertisers like credit card companies and such are paying for this. They need new people to sign up for their credit cards and are willing to pay the freebie sites to promote their offers.
Simply put the credit card company will pay the freebie site $100 for each new sign up. The freebie site offers people $500 if they can get 10 people to sign up for the credit card. You sign up and pay 10 people $25 each to try the card. The end result is the credit card company pays out $1000, the Freebie site keeps $500 and gives you $500, and you give $250 to your 10 referrals leaving you with $250.

PS I have used this system for quite some time. It is a bit time consuming and I think of it as a work at home job. This is not a get rich quick scheme so if that is what you are after this is not for you.
